California has begun to fulfill the promise that was never kept with deinstitutionalization years ago, by providing resources for a voluntary client friendly support system in the community. Instead of covering up the suffering of folks with more forced treatment, the California legislature has instead supported voluntary services that are respectful of human rights and individual autonomy.
